The topic where you posted the question about buying a diamond ran out of room so I'm starting a new one. I will leave the professional advice up to Skygal since she is a practicing and credentialed jeweler. I've studied gemology for years as a hobby, but I believe she is more qualified to steer you in the right direction.
I do know that many reputable jewelers do have reputable paperwork about each diamond, such as a certificate of authenticity from the Gemological Institute of America's diamond grading lab or various other reputable grading and appraisal services. Some diamonds have laser inscriptions (teeny tiny - something you'd see with a jeweler's loupe) to guarantee authenticity and also to make it traceable in case you ever take your diamond ring in to be cleaned or sized and want to make sure the stone has not been traded for something cheaper without your knowledge (it happens!)
I'm on the west coast and can't give you any guidance about Phily, although obviously there is some great shopping there!
